Total Defence: Protecting the Singaporean way of life
Adapted from the experience of countries like Switzerland and Sweden, the concept of Total Defence was introduced in 1984 to rally Singaporeans together in the defence of the country. The idea was to draw upon the different strengths and abilities in our society to enhance our defence capability.
Over the years, Total Defence has been adopted as a framework for a comprehensive and integrated response, bringing all Singaporeans together, to deal with all kinds of threats and challenges, whether it is an external threat like global terrorism or a national crisis like SARS.
Total Defence has served Singapore well and made us a stronger nation. It will continue to be relevant and important for Singapore’s success.
When Singaporeans take personal responsibility for and get involved in the defence of Singapore, they are playing their part to help keep Singapore strong and secure.
To help Singaporeans understand how they can be involved, Total Defence is divided into five aspects –
Military Defence, Civil Defence, Economic Defence, Social Defence and Psychological Defence. |

Military Defence - Singaporeans keeping Singapore secure
The Singapore Armed Forces (SAF) is a strong defence force that aims to deter anyone from thinking of attacking the country. Given our small population, the SAF builds up its force through National Service. When National Servicemen (NSmen) and Full-time NSmen (NSFs) take their training seriously, they help keep the SAF strong and operationally ready. The SAF also ensures that all equipment is in good working order all the time, and keeps up with the latest advancements in technology to meet new challenges in the battlefield. The SAF is able to deal with all kinds of challenges, including non-conventional threats such as terrorist bombings, and will continue to work with other security agencies to deal with such threats.

Civil Defence - Taking care of your family, friends, and people around you in times of crisis
The Singapore Civil Defence Force (SCDF) trains civil defence volunteers in first aid, rescue and evacuation procedures, and shelter management. The SCDF also regularly conducts talks and emergency exercises to help Singaporeans be prepared for times of civil emergencies. When we know what to do, we can help to save lives and property, and ensure that life goes on as normally as possible in times of crisis. Everyone can also help to fight terrorism by keeping a look out for, and reporting, anything suspicious.

Economic Defence - Working and saving to achieve a better life for everyone
Re-training and upgrading our skills not only keep our economy competitive but also help us stay relevant and employable in this rapidly changing world. A strong economic foundation, built upon sound policies and practices, enables us to withstand external shocks. Putting in place measures to keep businesses running and stockpiling essential items also help prepare the economy for times of crisis. When we save electricity and water, and adopt environment-friendly practices as a way of life, we are playing our part in making Singapore liveable for future generations.

Social Defence - Living in harmony, looking out for one another
We have peace and stability in Singapore because of our racial and religious harmony. When Singaporeans understand and are sensitive to the cultures and traditions of one another, we can live side by side peacefully and help strengthen the ties across the different ethnic groups. Helping the less fortunate and underprivileged among us, regardless of their race, language or religion, age or nationality, also contributes to building a strong, gracious, compassionate society.

Psychological Defence - Singaporean and proud of it
When Singaporeans are united in pride for and loyalty towards our country, we will stand up to defend what is ours and protect our independence as a nation. This also strengthens our ability to overcome difficulties and challenges. It is this will and commitment of our people that decides how strong and resilient we are as a nation.

The Total Defence Logo
Since its inception in 1984, Total Defence has been adopted as the way Singaporeans come together to respond to challenges and build a strong society and nation. After 25 years of Total Defence, the logo was given a tweak to give it a more modern feel while retaining its familiar identity. The tagline "It's Personal. Play your Part." is in a handwritten font that emphasises the personal nature of our involvement in Total Defence, reminding Singaporeans that everyone has a role in protecting the Singaporean way of life. The rounder edges of the logo give it a softer touch, reflecting the personal stake in Total Defence and encouraging Singaporeans to embrace Total Defence in their daily lives.
